SCAPR is an international no-for-profit organisation representing and servicing performers' Collective Management Organisations (CMOs) in the field of neighbouring rights for performers.

In order to strengthen the support provided to its members and to further develop its cooperation and development activities towards performers’ CMOs, regional and international federations, Copyright Offices and NGOs supporting Intellectual Property, SCAPR is looking for a Copyright/Neighbouring Rights Development Officer.

JOB DESCRIPTION

As the Copyright/Neighbouring Rights Development Officer, your role will be to provide support to SCAPR members, to CMOs interested in joining SCAPR community, and to entities and organisations in countries where the Collective Management of Performers’ rights is not fully established nor implemented or when they need support for the implementation of related international treaties.

This role combines communication skills (in English), legal knowledge, project management, and relationship-building skills, all of which are critical for SCAPR to effectively collaborate with CMOs and other IP-focused organisations.

KEY DUTIES

Stakeholder Engagement and Relationship Building:

o Work with SCAPR Secretariat staff and Working Groups to help members’ CMOs get the most of their membership.

o Act as a liaison with CMOs, federations, Copyright Offices, and NGOs to build and maintain strong partnerships.

o Engage in regular communication with these stakeholders to understand their needs and objectives.

o Instruct CMOs applications for SCAPR membership.

o Implement the Action Plan defined by the SCAPR Cooperation & Development Working Group (CDWG).

o Coordinate and facilitate collaborative projects and initiatives, ensuring alignment with SCAPR’s mission and goals.

Policy Analysis:

o Monitor developments in copyright and neighbouring rights law at regional and international levels.

o Analyse policy changes and trends, providing insights on their impact and propose actions to the CDWG.

o Promote the signature and implementation of international treaties for the protection of performers and the collective management of their rights.

Capacity Building and Training:

o Support CMOs in their local establishment for the protection and remuneration of performers.

o Develop training materials and programs to support CMOs.

o Organise and lead workshops, seminars, and webinars on topics relevant to neighbouring rights.

o Participate to conferences, workshops, trainings organised by SCAPR or by other partners.

Research and Reporting:

o Conduct research on neighbouring rights, producing reports, presentations, and publications to inform SCAPR and its community of CMOs.

o Track and document case studies and best practices that can be shared with members’ CMOs.

o Prepare briefing documents, updates, and annual reports on neighbouring rights activities for SCAPR Secretariat and the CDWG.

o Coordinate activities and insights with colleagues from the SCAPR Secretariat and with the convenors of the Working Groups.

o Report regularly to the Managing Director

Project Management and Support:

o Work hand in hand with the other Development Officer.

o Design and implement Cooperation & Development projects that align with SCAPR’s goals, managing timelines, resources, and budgets.

o Ensure that projects adhere to SCAPR’s standards and deliver measurable outcomes.

KEY SKILLS AND QUALIFICATIONS

Knowledge of Intellectual Property Law:

o Deep understanding of copyright and neighbouring rights, particularly in the context of performers’ rights and collective management.

o Familiarity with international IP frameworks, treaties, and organisations (e.g. WIPO).

Experience in Stakeholder Relations:

o Proven experience working with CMOs, government bodies, NGOs, or other IP-focused organisations.

o Strong networking skills, with the ability to engage with diverse stakeholders.

Analytical and Research Skills:

o Strong ability to analyze complex legal and policy documents.

o Experience conducting research and producing reports on copyright and neighbouring rights related topics.

Project Management and Organizational Skills:

o Demonstrated experience in managing projects, including scheduling and resource allocation.

o Deadline driven, excellent organizational skills, with the ability to handle multiple projects simultaneously.

Training and Presentation Skills:

o Self-confidence and ability to challenge others’ views while maintaining/developing good relationships.

o Ability to design and deliver effective training programs, workshops, and presentations.

o Strong verbal and written communication skills to convey complex information clearly and effectively.

Adaptability and Cultural Awareness:

o Agility and adaptability within a small working team.

o Sensitivity to diverse cultural contexts and the ability to work with international partners.

o Ability to travel as needed to engage with SCAPR’s partners and support international initiatives.

Language Proficiency:

o Full proficiency in English is essential, and knowledge of additional languages is advantageous.

Education and Experience:

o A degree in law, IP management or a related field, preferably with specialization in copyright or neighbouring rights.

o Several years of experience in IP law, collective rights management, or a similar field.

This position reports to the Managing Director and closely interacts with the other Development Officer.

Location: SCAPR Brussels’ offices in Belgium.

Term of contract: permanent full-time contract under Belgian law.

Compensation Package: Salary in line with market and seniority, Monthly and Travel allowances, Pension Plan, Health Insurance, Lunch vouchers, Home working up to 2 days a week.
